Steve Lambert

Steve Lambert joined High Arctic in 2014, where he is now the GM of PIMS He has over 20 years of experience in the oil and gas industry, with senior management roles overseeing:

  • Operations
  • HSE
  • Quality and Compliance
  • Training
  • Human Resources
  • Risk
  • Other Shared Services

Before working in oil and gas, Steve completed a successful military career spanning over 20 years. He finished his time as a senior instructor and training developer, delivering training for leadership, planning, strategy, and tactics.   

Prior to joining High Arctic, Steve was the Executive General Manager for Quality, Health and Safety for QLD and the Pacific Islands in Transfield Services and was the CEO of their oil and gas training centre. In this role, his scope of responsibility transitioned across industries that included rail, hospitality, oil and gas, mining, health, construction and infrastructure projects.   

Steve is very passionate about the development of people and has dedicated his 11 years in PNG to progressing opportunities for High Arctic’s Citizen workforce.

Francis Boso

Francis Boso is an experienced training professional with over 15 years of industry and training expertise across major resources, energy, mining, and infrastructure projects in Papua New Guinea. His career reflects a strong blend of technical competence, vocational education leadership and workforce development, particularly in high risk and regulated environments.

Francis has a Bachelor’s Degree in Technical Education and a Cert. IV in Training and Assessment, as well as previously attaining a Diploma in Electronics and a Cert. III in Electrotechnology.

He began his career as a technician for Seeto Kui Group before transitioning into vocational education in 2011 at Don Bosco Technical School. Francis previously worked on the PNG LNG project as an Exxon Trainer & Assessor, he also spent time as a Maintenance Trainer at Simberi mine, where he led and coordinated apprenticeship programs.

Francis is recognised for his practical leadership, regulatory knowledge, safety advocacy and strong commitment to developing a competent job ready national workforce capable of meeting industry standards.

Max Marinki Otto

Max Marinki Otto is a highly accomplished High-Risk Work Specialist, Trainer, Assessor, and Operations Supervisor with over 30 years of professional experience in heavy industry, mining, logistics, and plant operations across Papua New Guinea. His career is distinguished by a strong commitment to safety compliance, workforce capability development, and operational excellence in complex, high-risk environments.

Max has extensive expertise in:

  • Crane Operations 
  • Rigging & Scaffolding
  • Material Handling
  • Mobile Plant 
  • Transport Fleet Operations

Educated through Arawa Technical College and formally trained in a variety of supervisory and leadership responsibilities, he is a certified NATTB Trainer/Assessor and a Level 3 qualified supervisor.

Prior to High Arctic, Max was employed at various PNG mining operations where he was responsible for developing and delivering competency-based training programs as well as conducting Recognition of Prior Learning (RPL) and Verification of Competency (VOC) assessments.

Max is widely respected for his professionalism and integrity and is passionate about empowering workers through knowledge and building strong safety work practices in high-risk industries.
